Chapter I General Provisions
Article 1 In order to improve the scientific research level of our library, strengthen the construction of scientific research team, implement democratic management, democratic supervision and scientific decision-making in scientific research work, and strengthen the standardization and scientificity of academic decision-making, these Articles of Association and work rules are formulated in light of the actual situation.
Article 2 The Academic Committee is the academic work management institution of our library.
Article 3 An academic committee shall have an office, and its institutions shall be located in the comprehensive office of the museum.
Chapter II Job Responsibilities
Article 4 To assist the long-term planning and annual plan of the scientific research and business work of the Joint Library Affairs Committee, examine and approve the establishment of scientific research projects in the library, and examine and approve the publication of scientific research projects to be funded.
Fifth, supervise the key projects undertaken by our library.
Sixth according to the principle of combining evaluation and engagement, review and recommend the professional titles of professionals in our library.

Chapter III Organizational Form
Article 10 The academic committee is composed of management personnel who support the leadership of the Party and are academically accomplished and experienced. Members of the academic committee must be upright in style, impartial in handling affairs, adhere to principles, and strictly abide by the principles and policies of the State on scientific and technological work and the relevant regulations of our library.
Article 11 The term of office of members of the Academic Committee is three years. If it is necessary to shorten or extend the term of office due to special circumstances, it must be approved by the Party Committee. But the extension or shortening time shall not exceed one year at most.
Article 12 The academic committee consists of three people.
Article 13 An academic committee shall have a chairman and a secretary.
Article 14 The office of the Academic Committee is responsible for handling daily affairs, meeting organization and meeting minutes.
Chapter IV Method of Formation
Article 15 The key personnel with senior titles in Wenbo series in our college are candidates for the academic committee, and 8 members are elected by secret ballot through the difference.
Sixteenth people who participate in the election of members of the academic Committee must have more than two-thirds of the people present, and the election results can be valid.
Article 17 The Academic Committee Office may, according to the actual needs of academic research in our library, propose a list of external members, which can be added as members of the Academic Committee of the library after being submitted to the plenary session of the Academic Committee for approval.
Eighteenth members of the academic committee, generally should be elected from the professional staff with professional titles.
Chapter V Rights and Obligations Article 19 Rights
1. Members of the Academic Committee have the right to speak, vote and vote in the Academic Committee. The plenary session of the Academic Committee can only be held if more than two thirds (including two thirds) of the members attend. Matters that need to be voted by the Academic Committee shall be voted by secret ballot on the basis of full deliberation, and the voting result shall be valid only if it is approved by more than two thirds (including two thirds) of the members present at the meeting. Academic appraisal matters shall be voted by secret ballot.
Two, the right to suggest and criticize the work of scientific research and academic activities.
Three, have the right to review the decision of the academic committee.
Four, have the right to investigate the matters to be considered by the academic Committee, and have the right to file information in China.
V. Have the right to criticize and make suggestions on the work of academic committees Article 20 Obligations
First, strive to complete the scientific research and academic tasks entrusted by the leaders of the Energy Museum.
Second, actively participate in academic exchange activities inside and outside the museum.
Third, recommend outstanding young and middle-aged talents to the museum leaders.
Four, impartial, confidential matters considered by the academic committee and members of the speech.
5. Accepting academic complaints and influencing the leaders of the museum to put forward handling opinions.
Chapter VI Rules of Procedure
Article 21 The principle of democratic centralism shall be adopted in matters decided by academic committees.
Twenty-second academic committee meetings must be attended by more than two thirds of the members, and the resolutions made can be effective.
Article 13 Article 23 When discussing a bill, the academic committee needs to make a decision by secret ballot, which is valid only if it is approved by half of the voters.
Article 24 The academic committee shall hold a plenary meeting at least once a year to discuss, evaluate or decide on the relevant scientific research work. If necessary, it can also be convened at any time. Before each meeting, the chairman of the academic Committee shall put forward the agenda of the meeting.
In order to improve the efficiency of the meeting, the office informed the members in advance to prepare for the discussion.
Twenty-fifth submitted to the academic committee for discussion, the academic committee director thinks it necessary, can designate one or more members to put forward preliminary opinions and submit them to the plenary meeting for consideration.
Twenty-sixth decisions made by the academic committee, if someone puts forward a reconsideration, must first come forward by the office to obtain the consent of more than half of the members before convening a plenary meeting for reconsideration. Decisions adopted after reconsideration shall not be reconsidered.
Article 27 In the absence of the director of the academic committee, the director shall designate a member to preside over the meeting.
Twenty-eighth members cannot attend the meeting of the Academic Committee due to illness or personal leave, and must ask for leave from the director of the Academic Committee.
Twenty-ninth members who do not comply with the relevant confidentiality provisions, if the circumstances are serious, may be removed from their posts as members of the academic Committee after discussion by the academic Committee.
Chapter VII Supplementary Provisions
Article 30 If there are any matters not covered in the Articles of Association, the academic committee shall discuss them separately.
Article 31 The Articles of Association shall be promulgated and implemented after the plenary meeting of Zhengzhou Shanhai Dujia Museum.
